Partner Diana Silva concentrates her practice in environmental litigation, including statutory contribution and cost recovery actions, toxic tort claims, contractual disputes, common law tort claims, administrative enforcement actions, and permit appeals.
She also counsels clients on environmental regulatory compliance matters, and provides clients with guidance and assistance for land development-related permitting of residential, commercial, industrial, and large-scale infrastructure projects. Diana has helped clients obtain and comply with construction-related stormwater/erosion and sediment control permits, wetlands permits, endangered species, and dam safety/waterway encroachment permits.
Diana handles a wide variety of legal matters for a diverse group of clients, from large Fortune 100 companies, local, regional and family-owned businesses, and public entities. She has worked on some of the most significant matters for the firm, including several litigation and regulatory compliance matters involving the permitting and construction of a multi-billion-dollar energy infrastructure project in Pennsylvania.
Chris Layton is Eastman’s director of circular policy strategy, helping the company build a sustainable solution to the global waste crisis, leveraging Eastman’s molecular recycling technologies. He works with partners throughout the value system to help shape a constructive policy landscape that will foster a circular economy.

Jun Wang currently works as a Director in Packaging Innovation, Global Design and Packaging group, Colgate-Palmolive Company. Wang has a Ph.D. in Polymer Chemistry and over 30 years experience on polymers.
Between 2014-2020, he led the development of the first-of-its-kind recyclable plastic tube, which received recognitions from the recycling industry, including the APR (Association of Plastic Recyclers in NA) and PRE (Plastic Recyclers Europe).
Currently, Wang from Colgate, together with ACS Green Chemistry Institute, is initiating an industry-academia-NGO consortium on the natural polymers, NPC, to seek an alternative solution to curb the plastic pollution from the underexplored area of natural polymers. Outside his Colgate role, Wang is a co-founder of Asia-Pacific Sustainable Plastics Alliance (ASPA) to promote the plastic circular economy in APAC.
Dr. Christiaan Engels is R&D Director at Axalta Coating Systems, responsible for the development of Axalta’s next generation coating technologies for automotive and industrial markets.
Dr. Engels started his career in the coatings industry in 2005, shortly after obtaining his Ph.D. in Polymer Chemistry from the Catholic University of Leuven, Belgium. Since then, he has held various roles in Technology and Product Management in Belgium, Germany, Switzerland and the US.
Some of his accomplishments in R&D have been the development of coatings with sustainable advantages, such as lower VOC clearcoats and waterborne coatings. As Product Manager for Axalta’s Refinish business in EMEA, he established a product portfolio focused on reducing the environmental impact of coatings while maintaining and improving productivity for vehicle repair shops.
As part of his current role, Dr. Engels drives the sustainability efforts for Axalta’s future technology platforms.
Mr. Busard has been with Plastipak for over 40 years. In 2021 Mr. Busard assumed his current role as Chief Polymers & Recycling Officer, President Clean Tech. He has held multiple executive positions at Plastipak including Chief Procurement and Product Supply Officer – Global and Vice President – Global Procurement and Material Systems.
Mr. Busard also serves as President Clean Tech and has served in that position since 1989. Prior to 1989, he served in various positions within Plastipak Packaging. Prior to joining Plastipak, Mr. Busard worked as an automotive die designer for Engineering Services. Mr. Busard is very involved in recycling and environmental issues, serving on the Board of NAPCOR (National Association for PET Container Resources) and the Technical Board.
Frank Lacey is the President of Electric Advisors Consulting (“EAC”), an advanced energy markets consulting firm, focusing on energy markets and sustainability. EAC provides services in the areas of policy, strategy, sustainability, energy procurement, DR/DER, and expert support. Applying finance, strategic planning and regulatory skills, Frank has transformed several firms.
Prior to launching his EAC, Frank spent 22 years working in the energy markets, working for demand response and retail energy providers. Early in his career, Frank was at the forefront of developing trading markets for environmental assets (SO2 and NOx allowances). Prior employment includes Comverge, Direct Energy, Putnam, Hayes and Bartlett, Inc, and Arthur Andersen.
Frank received his MBA with concentrations in finance and environmental management from the Tepper School of Business at Carnegie Mellon University and his BS degree from the University of Maryland. He is married, has three children and is active in his local community.
Tirell is an Account Executive at EcoVadis in Toronto, bringing a rich tapestry of experience in carbon accounting, the circular economy, and sustainable procurement. His dedication to fostering positive global change is evident through his work, where he works with procurement teams to drive sustainability in global value chains. In addition to working with leading organizations to reshape the way businesses are run, he’s championed a plastic waste reduction program with Environment Canada and supported research into energy efficiency financing projects.
